A 2027 U.S.–China conflict with Australia aligned to the U.S. China trade stops immediately, Taiwan exports are slowed/limited, and China launches large‑scale cyber disruption in waves. Planning scenario, not a forecast. No end date is set.

What happens

Why U.S. electric power is hit, and what keeps running

  1. A China stop removes the China row, not the fleet and not the main transformer suppliers. On liquid-dielectric transformers above 10,000 kVA, China was 2.8 percent of 2024 import value and 72 of 4,271 items. Mexico was 23.8 percent and Korea was 12.0 percent. Plants that are already synchronized, including the 43 percent gas share, the 18 percent nuclear share, and the 15 percent coal share, keep generating.

    wits.worldbank.orgeia.gov

  2. The Taiwan path is not the Other Asia, nes row. On the same above-10,000-kVA basket, Other Asia, nes was 5.1 percent of value and 306 items, and that partner is not named Taiwan. On static converters, Other Asia, nes was 6.0 percent of value and China was 16.5 percent. The UN page says code 490 is how Taiwan is classified and that other unspecified Asian territories could be included, and this report does not adopt that code as the Taiwan line. No fetched page prints the share of chips inside a U.S. protection relay. Mexico and Korea remain the continuing large-transformer suppliers.

    uncomtrade.orgwits.worldbank.orgwits.worldbank.org

  3. Grain-oriented electrical steel is a domestic choke point that is not Chinese production. The Section 232 report says AK Steel, a Cleveland-Cliffs subsidiary, was the sole U.S. producer, at plants in Zanesville, Ohio, and Butler, Pennsylvania, and that GOES was about 25 percent of transformer production cost in the Department survey. Laminations sourced by surveyed firms were 88 percent imported in 2019, and over 95 percent of those imports came from Canada and Mexico. The report says neither Canada nor Mexico produces GOES, Japan was the leading source for them, and they also import some GOES from China and Russia. A China share of that GOES was not printed.

    federalregister.gov

  4. Replacement time is already longer than a quarter. Distribution orders moved from two to four months to 22 to 33 months between 2020 and 2022. Another DOE sentence on the same page says lead times moved from three to six months in 2019 to 12 to 30 months in 2023. A 2026 DOE page says some transformers have seen price increases of 4 to 9 times in the last five years, and lead times of two or more years. Those ranges are the long band. They are not a 90-day price print.

    energy.govenergy.gov

  5. The short-horizon failure mode is a megawatt gap, observed in February 2021. ERCOT serves 26 million customers, about 75 percent of Texas territory and 90 percent of the state's electric load. Net generation fell below the day-ahead forecast after midnight on February 15, and the gap reached at least 30,000 megawatts that day. Prices held near the $9,000/MWh cap for approximately 77 hours. That is the 0-3 month analog for a system that is short of available generation, whether the cause is weather, a fuel trip, or a cyber disruption of operations.

    eia.goveia.gov

  6. Week-1 cyber risk is the energy sector itself. The joint advisory says PRC actors had compromised energy-sector entities and shifted from espionage toward pre-positioning for disruptive attacks. The wave tags below assign bulk power, transmission, distribution operations, gas supply to power stations, wholesale operators, and ports to Wave 1. They assign transformer and inverter suppliers and retail billing to Wave 2, and line crews to Wave 3. Those tags are the planning model, not a count of intrusions.

How hard, how soon

0–3 months

  • Short-horizon price analog, measured in hours: wholesale prices held at or near the $9,000/MWh ERCOT price cap for approximately 77 hours in February 2021. The 2020 average was $22 per megawatthour. This is not the year-over-year equipment inflation.

    eia.gov

  • Short-horizon bill analog, same month: the average industrial bill showed a 71% increase and industrial sales were down 24%. The residential price was only 7% higher. The megawatt analog in the same episode was at least 30,000 megawatts.

    eia.goveia.gov

1–6 months

  • No fetched series prints a U.S. transformer price index for a single quarter inside this band. The equipment fact that binds this band is that a new distribution order still sits in the 22 to 33 month queue, so the cost of a failure is lost load and substitute workarounds rather than a delivered invoice. The February industrial bill shock remains the cash analog for repeated scarcity pricing.

    energy.goveia.gov

12+ months

  • Long-band equipment analog: distribution lead times rose 443 percent, from two to four months to 22 to 33 months. DOE describes some transformer prices as 4 to 9 times higher over five years, with lead times of two or more years. The short end of the DOE band is 22 months.

    energy.govenergy.gov

Wave 1

Week 1 is the energy sector and the ports that move its heavy equipment. The joint advisory says energy was among the sectors PRC actors compromised while pre-positioning for a crisis. CISA calls energy uniquely critical because it enables other sectors and splits it into electricity, oil, and natural gas. Bulk generation, transmission, distribution operations, gas supply to power stations, wholesale operators, and ports are Wave 1 in this plan. Households and industrial load are Wave 1 indirect.

cisa.govcisa.gov

Wave 2

Wave 2 is the enterprise supply chain around the grid: transformer factories, inverter vendors, spare-part systems, and retail billing platforms. Losing a China purchase order is a trade effect. A direct hit on the vendor's order system is the cyber tag.

cisa.govwits.worldbank.org

Wave 3

Wave 3 is the broad set of line crews and small contractors. Their outage consequence is slower restoration. They are not the week-1 path that sheds at least 30,000 megawatts.

What to do

Day 7

  • List on-site spares against the varieties actually in service. DOE's count of over 80,000 distribution-transformer varieties is the reason a generic spare count is not a plan. Confirm which open orders are China, which are Mexico or Korea, and which are Other Asia, nes.

    energy.govwits.worldbank.org

  • Put bulk-power and market operations on the week-1 cyber list. The joint advisory names energy as a sector already compromised by PRC actors pre-positioning for a crisis. Separate that list from billing systems and from contractor email.

    cisa.gov

Day 30

  • Re-cut capital projects whose in-service date assumes a distribution transformer inside a quarter. The observed band is 22 to 33 months. Freeze designs toward fewer varieties, which is the interoperability problem DOE convened the industry to reduce.

    energy.gov

  • Stress industrial contracts against a month that looks like February 2021, when industrial sales were down 24% and the average industrial bill showed a 71% increase, while wholesale prices sat near the cap for approximately 77 hours.

    eia.gov

Day 90

  • Qualify a non-China manufacturing slot for the next large unit. The 2024 book already shows Mexico at 23.8 percent and Korea at 12.0 percent of value above 10,000 kVA. Ask the core supplier where the GOES was melted, because the Section 232 report says Canadian and Mexican core makers import some GOES from China.

    wits.worldbank.orgfederalregister.gov

  • Price a refurbishment path. DOE's estimate is a 10 to 40 percent saving versus new. It is not a promise of capacity.

    energy.gov

What to watch

By role

Generation and transmission operators

  • Keep the gas, nuclear, and coal fleet available. Those shares are 43, 18, and 15 percent. The China stop does not fuel them.

  • Pre-write the load-shed and scarcity-pricing playbook against a gap on the order of at least 30,000 megawatts and a cap episode lasting approximately 77 hours.

  • Hunt energy networks for pre-positioned access, as the joint advisory describes, before a crisis.

eia.goveia.goveia.govcisa.gov

Distribution utilities

  • Standardize the next purchase toward fewer than the 80,000 varieties DOE counted.

  • Treat 22 months as the planning floor for a new distribution unit.

  • Match mutual-aid inventory to nameplate, not to a count of spares.

energy.gov

Equipment buyers

  • Shift the China 2.8 percent row onto Mexico, Korea, or domestic slots, and ask where the GOES in a North American core was made.

  • Split static-converter coverage from transformer coverage. China was 16.5 percent of converter value, not 2.8 percent.

  • Get a refurbishment quote against the 10 to 40 percent saving DOE describes.

wits.worldbank.orgwits.worldbank.orgfederalregister.govenergy.gov

Large industrial customers

  • Reprice interruptible load against a month in which industrial sales were down 24% and the average bill showed a 71% increase.

  • Do not assume the residential shield, only 7% higher, applies to a dynamic industrial contract.

eia.gov

Retail suppliers

  • Keep a manual billing path for a book of 514,396 million dollars. A CIS outage is Wave 2, not the breaker.

  • Identify which customers are fixed-rate. Those accounts were the ones whose price was only 7% higher in the analog.
