A China stop hits one enrollment line, not the campus. U.S. colleges and universities hosted 1,177,766 international students in 2024/2025. International students accounted for 6 percent of the total U.S. higher education population. India was 363,019 students, a 10 percent increase. China followed with 265,919 students, a 4 percent decline. Dividing 265,919 by 1,177,766 equals 0.2258, reported here as a calculated 22.6 percent of international students, rounded to one decimal. Domestic students and the India line are outside that share.

The China line sits in doctoral universities. The Open Doors China fact sheet prints 265,919 students in 2024/25, rank 2. Graduate students were 120,229, or 45.2 percent. Undergraduates were 78,583, or 29.6 percent. Optional Practical Training was 61,981, or 23.3 percent. Non-degree was 5,126, or 1.9 percent. Doctoral universities were 89.1 percent of students from China. Associate's colleges were 1.4 percent. Master's colleges and universities were 6.0 percent. The same sheet prints an international-student economic impact of 14,587,000,000 dollars for 2024, attributed there to the U.S. Department of Commerce. That figure is an economy print, not a tuition line on a university statement.

The research book is federal. Total academic R&D reached 108.8 billion dollars in FY 2023. Federally funded R&D totaled almost 60 billion dollars, which accounted for 55 percent of total expenditures. HHS funded 33.1 billion dollars. DOD funded 9.0 billion dollars and NSF funded 6.7 billion dollars. Institution funds were 27.7 billion dollars, or 25 percent. A China enrollment stop does not zero that federal book.

Joint labs show up as scholars, not as a China dollar on the HERD country split. Open Doors counted 116,540 international scholars in 2024/25. China was 25,983. Dividing 25,983 by 116,540 equals 0.2230, reported as a calculated 22.3 percent, rounded to one decimal. 75 percent of international scholars pursued research activities. That 75 percent is all origins, not a China-only share. HERD Table 15 prints 1,619,058 thousand dollars of R&D from all foreign funds in FY 2023, including 315,926 thousand dollars from foreign governments. The table does not name China or Taiwan.

Taiwan is a student exposure, not a foundry share. The Open Doors Taiwan fact sheet prints 23,263 international students in 2024/25, place-of-origin rank 7. Graduate students were 10,205, or 43.9 percent. Doctoral universities were 86.5 percent. Associate's colleges were 3.2 percent. The sheet prints an economic impact of 1,160,000,000 dollars for 2024, attributed to the Department of Commerce. A Census query for a Taiwan equipment row returned HTTP 302 and an empty body, so no Taiwan share of laboratory equipment is stated.

The short-horizon analog is a semester, not a year-over-year peak. In the fall 2025 snapshot, new international enrollments decreased by 17 percent. Graduate enrollments decreased by 12 percent. Total international students were a 1 percent decline at the institutions in the snapshot. The full-year China path on the 2024/25 release is a 4 percent decline, and that year print is not the 0-3 month band.

Week-1 cyber evidence is the student system, not an average cybercrime cost. Education Facilities Subsector entities maintained approximately 68 percent of exposed, but not necessarily vulnerable, U.S.-based PaperCut servers, and Bl00dy attempted exploitation against that subsector in early May 2023. The Idaho exercise used a ransomware scenario in which student data was compromised. Enterprise exposure in this report is the doctoral student load and the 108.8 billion dollar R&D book, not an average incident cost. No average cybercrime cost is used.

China trade stopping removes the China enrollment line of 265,919 students and the China scholar line of 25,983. It does not remove India at 363,019. It does not remove the 6 percent denominator's complement, which is the domestic and other-origin majority of U.S. higher education. The 6 percent figure is the printed international share. A headcount for the complement is not calculated here because 6 percent is a rounded print.

Inside the China line, 23.3 percent are already on Optional Practical Training and 45.2 percent are graduate students. The first cash month is the new intake. The fall 2025 snapshot says new enrollments decreased by 17 percent across the participating institutions. That snapshot is all origins. A China-only fall 2025 count was not on the press release.

Federal grants keep paying if the drawdown system stays up. Almost 60 billion dollars and 55 percent of academic R&D were federal in FY 2023. HHS alone was 33.1 billion dollars. Foreign funds of 1,619,058 thousand dollars are the slice that could include a foreign sponsor, and the table does not say how much of it is China.

Scholars are the joint-lab mechanism that is printed. 75 percent of international scholars pursued research activities. Short-term appointments, less than one year, were 35 percent of scholar appointments in 2024/25. Mid-length appointments were 40 percent and long-term appointments were 25 percent. Those duration shares are all origins. A stop on new Chinese scholars hits the short-term inflow first. Whether a scholar already on campus finishes the appointment is an inference.

The domestic break in week 1 is the student system. Approximately 68 percent of exposed U.S. PaperCut servers were in the Education Facilities Subsector, and the early May 2023 attempts were against that subsector. The Idaho exercise found senior leadership was not prepared to run a ransomware scenario once IT staff were removed, and student data was part of the scenario. Days of a real university outage were not printed on those two pages.

Taiwan slowing is a student fact and an unpublished equipment fact. The Taiwan fact sheet total is 23,263 students, with 86.5 percent at doctoral universities. The Census international-trade API returned HTTP 302 and an empty body, so this report does not state a Taiwan share of microscopes, vacuum tools, or other campus equipment. Other Asia is not used as Taiwan.
