A 2027 U.S.–China conflict with Australia aligned to the U.S. China trade stops immediately, Taiwan exports are slowed/limited, and China launches large-scale cyber disruption in waves. This is a planning scenario, not a forecast. Planning scenario, not a forecast. No end date is set.

What happens

What the fee stop hits, what government still pays, and what locks the student system

  1. China trade stopping removes the students whose permanent home residence is China (excludes SARs and Taiwan), a count of 166,525 inside 589,288 higher-education overseas students, a calculated 28.3 percent. It does not remove India at 89,454, a calculated 15.2 percent. It does not remove Taiwan at 4,178. The national fee dollar behind the China count is not printed. The NSW reading is that China is 77 percent of overseas revenue at Sydney and 78 percent at UNSW.

  2. The first operating month is commencements. Commencements declined by 12 percent in the year-to-date August 2026 print, to 327,270. The student stock was 738,694, an 8 percent decline. Higher education enrolments moved by less than 1 percent. The fast drop was VET, which declined by 19 percent, and ELICOS, which declined by 24 percent. A 2027 China stop would land on a vocational book that is already falling and a university book that is still the fee concentration.

  3. Government funding continues as the largest line. It was 21.2 billion dollars and 46.9 percent of 2024 revenue. Commonwealth Grant Scheme and other grants were 8.6 billion dollars. HELP payments were 6.8 billion dollars. Those lines track domestic load. NSW domestic revenue of 25,213 dollars per student does not cover a 37,868 dollar operating cost, so the government line does not, on the NSW print, fund the university by itself.

    education.gov.auaudit.nsw.gov.au

  4. The week-scale cash test is liquidity, not a year of fees. Sector liquidity was 41.1 weeks. Sydney was 80.2 weeks on 5,152,920 thousand dollars of cash and investments. Canberra and RMIT were 5.3 weeks. Five weeks is inside the prose range from five weeks to eighteen months. A fee receipt that slips one intake is a different event at 5.3 weeks than at 80.2 weeks.

    education.gov.au

  5. The campus break is the student management system. One NSW university identified unusual activity on 6 August 2025 and 11 August 2025 and directed the third-party host to shut down access. The access path ran from 19 June to 3 September 2025. Stolen data included personal, financial, health, and legal information and was used in fraudulent email on 6 October 2025. ANU's named breach, disclosed on 4 June 2019, was investigated with Australian Government cyber security agencies and affected a limited portion of the data. The annual-report page does not name the systems.

    audit.nsw.gov.auanu.edu.au

  6. Taiwan is a small named origin, not a missing label. Table 7.4 separates Taiwan at 4,178 from China (excludes SARs and Taiwan) at 166,525. A national customs share of laboratory equipment from Taiwan was not in the finance or student tables. The ACSC annual-cyber-threat-report page that was requested returned HTTP 404, so no ACSC education-sector incident count is used.

How hard, how soon

0–3 months

  • Short-horizon enrolment analog: commencements declined by 12 percent in the year-to-date August 2026 print, to 327,270. The student count was an 8 percent decline, to 738,694. Both are monthly prints. Neither is a year-over-year peak used as the only figure in this band. Campuses at 5.3 weeks of liquidity are inside this quarter. The indicative full-time architecture undergraduate fee was 52,500 dollars. That sticker is one full-time year, and the page says the first payment covers the first semester while the exact semester amount is confirmed in the letter of offer. The semester dollar is unpublished. The China fee dollar stays unpublished.

    education.gov.aueducation.gov.ausydney.edu.au

  • Student headcount was 77,162. Staff headcount was 13,758. That university print is a scale check. It is not a China fee dollar.

    about.unimelb.edu.au

  • Short-horizon system analog: unusual activity on 6 August 2025 and 11 August 2025 led one university to shut a third-party student system. Unauthorised access ran between 19 June and 3 September 2025. The page does not print a count of days offline or a count of students affected.

    audit.nsw.gov.au

1–6 months

  • Vocational analog: VET enrolments declined by 19 percent in the same August 2026 year-to-date, while higher education enrolments had a small decline printed as less than 1 percent. The 19 percent move is the faster book over the next terms.

    education.gov.au

12+ months

  • Full-year fee analog: international student fees increased by 21.5 percent, from 10.2 billion dollars to 12.3 billion dollars, and accounted for 27.3 percent of income. That is the size of a one-year swing in the pillar a China stop would hit. It is an observed increase, not a war-price forecast. Government funding of 21.2 billion dollars is the line that remains.

Wave 1

Wave 1 is the campus that enrols. Public universities and student management systems are direct. International students from China and domestic students are indirect because they cannot enrol when that system is shut. The evidence is the NSW shutdown of a third-party student system and ANU's named breach. The week order is a planning model.

audit.nsw.gov.auanu.edu.au

Wave 2

Wave 2 is the enterprise layer that bills fees, pays staff, and receives grants. Overseas fee revenue and payroll systems and research grants are direct. Australian Government grants are indirect. Employee expenses were 23.9 billion dollars and findings in IT, governance, and payroll made up 70 percent of the audit pile. This order is an inference.

audit.nsw.gov.aueducation.gov.au

Wave 3

Wave 3 is the distributed tail. Vocational education providers are direct. Taiwanese higher education students and students hit by follow-on fraud are indirect. VET enrolments declined by 19 percent. Taiwan was 4,178 students. Fraud email was dated 6 October 2025, after the student-system access. The later tag is a planning inference.

What to do

Day 7

  • Split overseas fees into China, India, and the rest. The national residence counts are 166,525 for China (excludes SARs and Taiwan) and 89,454 for India. The NSW revenue marks are 77 percent at Sydney and 78 percent at UNSW.

    education.gov.auaudit.nsw.gov.au

  • Confirm the student management system can be cut off from a third-party host. The NSW case shut access after 6 August 2025 and 11 August 2025. Confirm one payroll cycle can run. Payroll sat inside the findings that made up 70 percent of the audit pile.

    audit.nsw.gov.au

Day 30

  • Read weeks of cash against the 5.3 week short print and the 80.2 week Sydney print. A campus under 5.3 weeks does not have a full commencement cycle of cover on the 2024 table.

    education.gov.au

  • Watch the monthly commencement print against the 12 percent decline. Keep higher education and VET separate. VET declined by 19 percent while higher education was a small decline under 1 percent.

    education.gov.au

Day 90

  • Rank research grants as a partial offset only. Education research grants were 2.2 billion dollars and the Australian Research Council was 0.8 billion dollars, against international fees of 12.3 billion dollars. Do not plan the research line as a substitute for the China fee.

    education.gov.au

  • Leave Taiwan at 4,178 students. Do not build a lab-equipment plan on a Taiwan share that the finance tables do not print.

    education.gov.aueducation.gov.au

What to watch

By role

University finance teams

  • Split overseas fees into China, India, and other before week 1, using 77 percent and 78 percent where the audit prints them and 166,525 as the national residence count.

  • Rank campuses by weeks of cash against 5.3 and 80.2.

  • Do not replace a lost China fee with the 0.8 billion dollar research-council line.

audit.nsw.gov.aueducation.gov.aueducation.gov.au

International offices

  • Run the next commencement window against the 12 percent decline.

  • Keep India at 89,454 and the other named origins in the continuing pool.

  • Keep Taiwan at 4,178 and do not fold it into China.

education.gov.aueducation.gov.au

Campus IT and payroll

  • Rehearse a third-party student-system shutdown on the August 2025 dates.

  • Keep one payroll cycle able to run. Payroll is inside the findings that made up 70 percent.

  • Treat follow-on fraud, dated 6 October 2025 in the audit case, as a student-communication task after the shutdown.

audit.nsw.gov.auanu.edu.au

Vocational providers

  • Plan on the 19 percent VET decline, not on the university 77 percent China fee.

  • Do not borrow a research-university liquidity number. The 5.3 week and 80.2 week prints are universities.
