A 2027 U.S.–China conflict with Australia aligned to the U.S. China trade stops immediately, Taiwan exports are slowed/limited, and China launches large-scale cyber disruption in waves. This is a planning scenario, not a forecast. Planning scenario, not a forecast. No end date is set.

What happens

What the wholesale network keeps carrying, and what a core-router failure stops

  1. A China trade stop does not, on any page opened here, remove the premises already connected. The NBN carried 11.6 million terabytes in the three months to June 2025, inside about 13.6 million terabytes downloaded across retail broadband. Mobile services carried 1.5 million terabytes. The traffic is on the installed network.

    acma.gov.au

  2. The fibre upgrade is the part that needs new lead-ins. Fibre-to-the-premises connections grew from 2.165 million to 2.665 million. More than 430,000 premises were upgraded from copper to fibre-to-the-premises in the year, and 31 percent or 2.66 million connected premises were on fibre-to-the-premises. An origin country for that fibre gear was not in the release.

    nbnco.com.au

  3. A Taiwan share of Australian handset or network-equipment imports is unpublished. The public trade preview that was queried returned no partner rows, so no Taiwan customs line is stated for Australia. Other Asia, nes is not used as a substitute. U.S. import shares are not copied in as if they were Australian imports.

    comtradeplus.un.org

  4. The week-1 domestic failure is a core outage. The Optus outage commenced around 4am on 8 November 2023, continued for approximately 12 hours, and services were restored by 4pm. It affected Optus fixed phone, internet, and mobile services and the resellers of that network. The investigation describes self-isolation of core network routers. The redacted report does not print the router count.

    acma.gov.au

  5. The same class of target is named in the advisory that lists Australia among the places the activity has been observed. Actors focus on large backbone routers of major telecommunications providers and on provider-edge and customer-edge routers, and the activity has run since at least 2021. Australian Signals Directorate's Australian Cyber Security Centre is an authoring agency. This paragraph does not repeat exploit steps.

    cisa.gov

  6. The national incident count is broader than telecommunications. In 2025-26, critical-infrastructure incidents accounted for 10 percent of all incidents. The Australian Cyber Security Centre responded to 154 critical-infrastructure incidents, a decrease of almost 7 percent from the previous year. That 154 is all critical infrastructure, not a telecommunications-only victim count.

How hard, how soon

0–3 months

  • Short-horizon outage analog: the outage continued for approximately 12 hours. It started around 4am and services were restored by 4pm the same day. This is not a year-over-year price peak.

    acma.gov.au

  • Short-horizon price analog: the flagship low-range advertised price was 49 dollars a month, and residential ARPU was 50 dollars per month. Those are monthly prices. The 8.9 percent and 4.08 percent changes are not the figures used in this band.

    accc.gov.aunbnco.com.au

1–6 months

  • Upgrade-pace analog: more than 430,000 premises moved from copper to fibre-to-the-premises over the reported year, and fibre-to-the-premises connections reached 2.665 million. A gear stop shows up as a slower upgrade. No printed lead time in weeks is available to convert that pace into a delay.

    nbnco.com.au

12+ months

  • Full-year price analog: the flagship low-range monthly price was up 8.9 percent, and NBN Co increased average wholesale pricing by 4.08 percent. Telstra's entry-level post-paid price rose 7.7 percent. These are June-to-June or full-year changes, kept out of the 0-3 month band.

Wave 1

Wave 1 is the wholesale fixed network, the three mobile cores, and customer-premises routers. Radio sites, retail service providers, and emergency calling are Wave 1 indirect because they stop when those systems stop. The outage analog continued for approximately 12 hours. The advisory names backbone and customer-edge routers and lists Australia. This ordering is a planning model.

cisa.govacma.gov.auacma.gov.au

Wave 2

Wave 2 is the fibre upgrade purchase. More than 430,000 premises were upgraded in the year. A Taiwan or China stop on lead-in gear slows premises not yet upgraded and does not, by itself, disconnect the installed base. The origin share is unpublished. This ordering is a planning inference.

nbnco.com.aucomtradeplus.un.org

Wave 3

Wave 3 is the distributed edge of the retail market: handset channels and MVNO resellers. Resellers are 3.8 million services and a combined market share of 13 percent. They fail when the host fails, which is indirect. Handset origin is unpublished. The domestic cyber count beside this model is 154 critical-infrastructure incidents, not a store-level loss figure. This ordering is a planning inference.

What to do

Day 7

  • Put NBN wholesale systems and the three mobile cores on the week-1 watch. The outage analog continued for approximately 12 hours and took fixed phone, internet, and mobile together, including resellers.

    acma.gov.aucisa.gov

  • Confirm which retail providers sit on which wholesale seeker. Telstra had 3,107,874 services in operation. A failure of the wholesale handoff is a multi-provider event because customers buy only through retail providers.

    accc.gov.auacma.gov.au

Day 30

  • Separate the service price from a gear shortage. Residential ARPU was 50 dollars per month. The flagship low-range advertised price was 49 dollars a month. Do not treat the annual 8.9 percent flagship move as a week-1 price spike.

    nbnco.com.auaccc.gov.au

  • Ask vendors for the extrajudicial-direction assessment the guidance requires. There is no list of vendors or countries. Do not substitute a named-vendor ban that the opened pages do not contain.

    cisc.gov.au

Day 90

  • Rank fibre lead-in orders against the upgrade pace of more than 430,000 premises in the year. Record that the Taiwan or China share of that gear is unpublished. Do not import a foreign customs share into the Australian plan.

    nbnco.com.aucomtradeplus.un.org

  • Keep challenger retail on its own line. The combined market share of 13 percent and the 3.8 million non-sub-brand services still ride the host networks. They are not a fourth radio network.

What to watch

By role

NBN Co and wholesale operations

  • Staff the wholesale handoff for a multi-hour outage using the 12-hour analog.

  • Keep residential ARPU of 50 dollars per month on the continuing bill for the connected base of more than 8.63 million premises.

  • Separate fibre lead-in orders from the installed base. The upgrade pace is more than 430,000 premises in the year.

acma.gov.aunbnco.com.au

Telstra, Optus, and TPG Telecom

  • Isolate core routers from the failure mode in the Optus investigation.

  • Treat the 26,246 fourth-generation sites as still in service unless the core is down.

  • Notify resellers. The outage included them, and the non-sub-brand base is 3.8 million services.

acma.gov.auacma.gov.au

Retail service providers and MVNOs

  • Map which wholesale seeker carries the customer. Aussie Broadband had 1,055,888 services in operation.

  • Do not assume a second physical network. Challengers hold a combined market share of 13 percent on host radios and on NBN access.

accc.gov.auaccc.gov.au

Lenders and equipment buyers

  • Haircut service cash only when hours down exceed the 12-hour planning line.

  • Do not book a Taiwan handset or fibre share. The partner table was empty.

  • Run 5G vendor questions through the extrajudicial-direction test. There is no vendor list on the opened guidance.
