What happens

What continues in Australia when China trade stops

  1. Polypropylene homopolymer can continue at Geelong. The current polymers page says homopolymer resin is produced locally and heterophasic copolymers and random copolymers are imported, and that polyethylene is imported, including low, linear low, and high density. The 13 Apr 2022 announcement said LBA employs approximately 100 people and serves more than 60 customers, and that the Geelong refinery's propylene is the feedstock. LBA employs approximately 100 people. Those headcount and customer counts are the 2022 announcement, not a current census. The same announcement called LBA the country's only polypropylene manufacturer.

  2. Polyethylene does not continue as a domestic product. Botany says operations at the Olefines and Polythene plants have ceased, with make-safe completion expected for mid-2025, and that since early December 2024 the Olefines and Alkatuff flares have been shut down. Deeds of company arrangement were executed on 13 June 2024. The replacement tonnes are the import file, and 89.2 percent of the import value has no named partner.

  3. Polypropylene imports are a supplement, not the domestic plant. Imports were 203,295.09 thousand U.S. dollars and 152,396,000 kilograms. Unspecified was 129,472.82 thousand U.S. dollars, a calculated 63.7 percent. Korea was 24,607.43, a calculated 12.1 percent. Thailand was 16,362.04, a calculated 8.0 percent. The United States was 10,683.02, a calculated 5.3 percent. Singapore was 10,353.55, a calculated 5.1 percent. China was 1,674.25, a calculated 0.8 percent of the reported value. The same warning applies: unspecified hides the true China share. Korea, Thailand, the United States, and Singapore are the named partners that keep shipping on the disclosed rows.

  4. Film and sheet have named alternates. HS 3920 imports were 775,101.00 thousand U.S. dollars. China was 196,429.35 and 71,089,700 kilograms, a calculated 25.3 percent of value. Malaysia was 119,406.09 and 66,200,100 kilograms. The calculated Malaysia share of Australian plastic film and sheet imports was 15.4 percent. Thailand was 56,525.02, a calculated 7.3 percent. The United States was 45,001.31, a calculated 5.8 percent. Other Asia, nes was 28,748.02, a calculated 3.7 percent. Malaysia and Thailand keep shipping film after a China stop. The China film share is large and is still well below the packing-article share.

    wits.worldbank.org

  5. Machines are a China problem with a German alternate. HS 8477 imports were 191,420.86 thousand U.S. dollars. China was 80,816.67. The calculated China share of Australian plastics-machinery imports was 42.2 percent. Germany was 26,078.25, a calculated 13.6 percent. Italy was 15,609.43, a calculated 8.2 percent. The United States was 13,464.60, a calculated 7.0 percent. Other Asia, nes was 5,751.14, a calculated 3.0 percent. Germany, Italy, and the United States keep shipping machines.

    wits.worldbank.org

  6. A pyrolysis trial is not a national polyethylene replacement. Viva said it processed more than 9.5 tonnes of plastic pyrolysis oil at the Geelong refinery as a demonstration. That mass is a trial quantity against polyethylene imports of 530,062,000 kilograms.

How hard, how soon

0–3 months

  • No Australian monthly polymer price was opened. Plastics in primary forms increased by 26.3 per cent for the June quarter. That quarterly ABS move is an import-price shock from the Strait of Hormuz closure, not a weekly price and not a China-customer analog. The foreign one-month analog is still on the file and is not the only figure. The calculated one-month resin-price increase was 8.8 percent. The U.S. February index level was 300.4 and the March level was 326.7. It is a production-outage speed from another country. The Australian week-scale analog is the Geelong notice: the timeframe to resume normal production is expected to be between one and two weeks. The outage was 12 January 2025. Viva Energy does not expect supply to the market to be disrupted.

    data.bls.govabs.gov.auannouncements.asx.com.au

  • The Australian 0-3 month quantity, which is not a price, is the China packing mass of 190,938,000 kilograms and the polyethylene import mass of 530,062,000 kilograms.

    wits.worldbank.orgwits.worldbank.org

1–6 months

  • The accumulated foreign analog, not an Australian print, is the calculated year-over-year resin-price increase of 45.9 percent. It is not the base case for Australia, because Australia's binding losses are a closed polyethylene plant and a 57.5 percent China packing-article share, not a Gulf freeze.

    data.bls.govwits.worldbank.org

12+ months

  • The foreign long-tail analog is the calculated decline in the resin index of 14.3 percent. The Australian long-tail fact is physical. The only major resin still produced is polypropylene, and flexible reprocessing starts from 7 percent of flexible packaging placed on the market.

Wave 1

Wave 1 is ports, inland linehaul as an indirect dependent, the Geelong refinery feedstock as direct infrastructure, and polyethylene import supply as an indirect cargo exposure. The ACSC is a co-author of the Volt Typhoon alert that frames critical-infrastructure pre-positioning. Node assignment remains a planning model. The measured IT fact on file is foreign: a U.S. household-products manufacturer expected to begin transitioning back to normal automated order processing the week of Sept. 25. That filing is not a Geelong outage.

cisa.govd18rn0p25nwr6d.cloudfront.net

Wave 2

Wave 2 direct is the Geelong polypropylene plant. Wave 2 indirect is packing-article importers, film importers, machinery importers, and brand owners, because the quantified loss is a foreign shipment rather than a second claim that each importer's network is the first target.

cisa.gov

Wave 3

Wave 3 direct is converters and molders. Wave 3 indirect is flexible reprocessors and rigid recovery. No establishment count was opened, so the wave is not sized with a fake site total. The scale that was opened is 4.2 million tonnes of consumption and a 7 percent flexible reprocessing rate.

What to do

Day 7

  • Separate three books: polyethylene, where the partner is unspecified on 89.2 percent of value; packing articles, where China is 57.5 percent and the alternates are named; and polypropylene, where Geelong homopolymer continues and copolymers are imported.

    wits.worldbank.orgwits.worldbank.orgvivaenergy.com.au

Day 30

  • Place backup orders for packing articles with Malaysia, Thailand, New Zealand, the United States, and Vietnam, and for film with Malaysia and Thailand. Do not write a polyethylene backup against the disclosed China row of 4,185.07 thousand U.S. dollars.

    wits.worldbank.orgwits.worldbank.orgwits.worldbank.org

Day 90

  • Keep heading 3907 on an Other Asia, nes watch at the calculated 20.2 percent share. That watch is not a Taiwan percent. Put machinery on a China watch at 42.2 percent with Germany as the named alternate. Ask the broker to unmask the unspecified polyethylene partner before treating any country as the replacement.

    wits.worldbank.orgwits.worldbank.orgwits.worldbank.org

What to watch

By role

Polypropylene operator

  • Protect refinery propylene as the feedstock for the only major domestic resin.

  • Keep copolymer imports on a named-partner list separate from homopolymer.

vivaenergy.com.auwits.worldbank.org

Polyethylene buyer

  • Demand a named origin before the next cargo. Do not treat the disclosed China row as the risk share.

wits.worldbank.org

Packing-article importer and brand owner

  • Shift volume to Malaysia, Thailand, New Zealand, the United States, and Vietnam.

wits.worldbank.org

Reprocessor

  • Quote only what 7 percent flexible capacity and 28 percent rigid recovery can support.
