A 2027 U.S.–China conflict with Australia aligned to the U.S. China trade stops immediately, Taiwan exports are slowed/limited, and China launches large-scale cyber disruption in waves. This is a planning scenario, not a forecast. Planning scenario, not a forecast. No end date is set.

What happens

Why Australian civilian government is hit in this scenario

  1. China trade stops. On the DFAT page, China is a party that has initiated accession to the GPA, and Chinese Taipei is already listed among current members. A China stop does not cancel a Chinese GPA membership that is not in force. The page gives GPA market access for Australian exporters as around 2.5 trillion Australian dollars a year across 49 current members. That figure is exporter market access, not an Australian government purchase total.

    dfat.gov.au

  2. Taiwan exposure on the payments book is a low-exposure proof. The Services Australia 2025-26 annual report text contains no occurrence of China and no occurrence of Taiwan. DFAT names Chinese Taipei as a current GPA member and does not print a dollar share of agency IT or vehicles. A foundry share is not used.

  3. The payment obligation continues. Social security was 172.7 billion dollars inside 280.0 billion dollars of payments. Medicare enrolment was 27.8 million people and health payments were 105.2 billion dollars. Those health dollars are the agency buying Medicare and Pharmaceutical Benefits Scheme services. They are not this report's hospital operations.

  4. Cyber pressure is already visible in government reporting. The ACSC responded to over 1,500 cyber security incidents, an increase of more than 20 percent, and Figure 1 totals 1,524 for FY2025-26. Entities were notified more than 4,400 times, almost an 80 percent increase on the previous year. The federal incident share on that figure was 32 percent. State and local government was 16 percent on the same figure.

    cyber.gov.au

  5. Contractors are a thin expenditure slice. Figure 2 of the Services Australia report prints consultants and contractors at 6.5 percent of agency expenditure and IT maintenance at 6.4 percent. Staff were 57.6 percent. Those shares are not multiplied here by the funding total, because the page does not state that Figure 2's denominator is the 5.8 billion dollar funding line.

    servicesaustralia.gov.au

  6. The later direct set is councils. The national association represents 538 councils. Local government is 219.4 thousand jobs beside 2,048.8 thousand state jobs. A council permit-volume series was not used.

How hard, how soon

0–3 months

  • Short-horizon analog: average daily myGov sign-ins were 1.1 million. The footnote says daily average. Digital availability was 99.8 percent against a target of at least 99 percent. Neither figure is a year-over-year peak, and neither is a counted outage in days. The myGov service-disruptions page was opened on this pass. It said no maintenance or outages had been notified, and it printed no duration. A benefits-platform outage in days remains unpublished.

    servicesaustralia.gov.aumy.gov.au

  • One month is not manufactured by dividing the annual payment. Social security payments in the snapshot were 172.7 billion dollars for the year. That annual level stays in the long band. The daily sign-in is the short analog.

    servicesaustralia.gov.au

1–6 months

  • Administration band: the administered cost ratio was 1.92 percent, compared with 1.99 percent. Consultants and contractors were 6.5 percent of agency expenditure and IT maintenance was 6.4 percent. Medium-business self-reported cybercrime cost was up 45 percent to 141,300 dollars.

  • Annual levels: social security payments in the snapshot were 172.7 billion dollars. Public sector cash wages and salaries rose 6.6 percent, by 16.5 billion dollars, to 266.1 billion dollars. State wages were 203,750.2 million dollars. These year prints do not replace the daily myGov analog.

Wave 1

Wave 1 direct is Centrelink benefits and the myGov payments channel. Wave 1 indirect is service centres, which take the queue, and Commonwealth procurement, which feels the trade and GPA status change immediately. The ACSC federal share of 32 percent is the reporting baseline. The week split is a planning model.

servicesaustralia.gov.aucyber.gov.audfat.gov.au

Wave 2

Wave 2 direct is state agencies. Wave 2 indirect is payment contractors and tax administration records. State jobs are 2,048.8 thousand. The ATO collection total was not returned. The cost ratio of 1.92 percent is the sourced administration print.

abs.gov.auservicesaustralia.gov.auato.gov.au

Wave 3

Wave 3 direct is council permits and local councils. The national association represents 538 councils. Local jobs are 219.4 thousand. State and local government is 16 percent of the ACSC reporting figure, which is a share of incidents.

What to do

Day 7

  • Confirm the payment run and myGov can fail over to service centres. Average daily myGov sign-ins were 1.1 million. The centre network is 318 service centres.

    servicesaustralia.gov.au

  • List covered procurements that assume a Chinese GPA party. China is still acceding. Chinese Taipei is already a member on the DFAT page.

    dfat.gov.au

Day 30

  • Watch Centrelink recipients against 8.9 million and the administered cost ratio against 1.99 percent. The latest ratio print is 1.92 percent.

    servicesaustralia.gov.au

  • Ask payment contractors, the 6.5 percent expenditure slice, for a laptop and identity-provider fallback. IT maintenance is 6.4 percent of the same expenditure figure.

    servicesaustralia.gov.au

Day 90

  • Put the 538 councils on a shared permit-continuity plan. Local jobs are 219.4 thousand. A permit-volume series is still unpublished in this file.

    alga.com.auabs.gov.au

  • Re-read the next ACSC sector figure against a 32 percent federal share. The federal incident share on that figure was 32 percent. That line is a planning line.

What to watch

By role

Services Australia payment operators

  • Protect the social security run and the myGov sign-in path first.

  • Staff 318 service centres for overflow on the day availability breaks the 99 percent target.

  • Report recipients against 8.9 million and the cost ratio against 1.99 percent.

servicesaustralia.gov.au

State and territory agencies

  • Separate public-administration systems from health and education operations.

  • Use 883.3 thousand public administration and safety jobs as the civilian core and 2,048.8 thousand as the wider state employer.

  • Keep health and education dollars in their own continuity plans.

abs.gov.au

Payment contractors

  • Treat the 6.5 percent expenditure share as the commercial slice at risk.

  • Use the medium-business cybercrime print of 141,300 dollars as a severity check, not as the agency budget.

  • Keep a path that does not depend on a single vendor laptop.

servicesaustralia.gov.aucyber.gov.au

Councils and procurement officers

  • Write a paper permit path for 538 councils.

  • Mark China as acceding and Chinese Taipei as a current GPA member.

  • Leave the purchase-origin share blank until a page prints it.
