A 2027 U.S.–China conflict with Australia aligned to the U.S. China trade stops immediately, Taiwan exports are slowed/limited, and China launches large‑scale cyber disruption in waves. Planning scenario, not a forecast. No end date is set.

What happens

Why Australian chemical supply gets hit

  1. The domestic polyethylene chain is already out. On 17 April 2024 Chemistry Australia said Qenos, Australia's sole manufacturer of polyethylene, had gone into voluntary administration after more than 50 years. The energy page adds the Botany and Altona sites and the loss of steam crackers.

    chemistryaustralia.org.auchemistryaustralia.org.au

  2. Two more sole-supplier lines are on the same closure list. Indorama Ventures Oxides at Botany is described as Australia's sole manufacturer of ethylene oxide and nonionic surfactants. Incitec Pivot at Gibson Island is described as a supplier of fertilisers, technical-grade urea for AdBlue, and a major source of carbon dioxide. The page says the loss of local manufacturing has been, or will be, replaced by imports.

    chemistryaustralia.org.au

  3. A China trade stop therefore hits the replacement imports, not a fleet of Australian crackers. The 2021 episode is the scale model. Serious fears that diesel fluid would run out in weeks followed China's export ban on urea. Indonesia promised 5,000 tonnes of refined urea. On-hand AdBlue equalled close to 5 weeks of business-as-usual demand.

  4. Plastics consumption is already an import book. Australians consume approximately 3.5 million tonnes of plastic products a year. Imported finished and semi-finished goods were 60 percent of plastic products consumed. The other 40 percent was met by local manufacturing using virgin or recycled resins. The flows-and-fates study cited on the page is for 2019-20, so the share is not a 2024 customs print.

  5. Chlor-alkali still runs. For every tonne of chlorine produced, 1.1 tonnes of caustic soda and 340 cubic metres of hydrogen are produced. The page says chlor-alkali is manufactured in Australia and attributes the ratio to the Ixom Botany process. It does not print annual chlorine or caustic tonnes. That missing plant volume is a decision-changing limit.

  6. Rare-earth concentrates can keep leaving Australia when Chinese separated compounds stop. Australian rare-earth mine production was 13,000 metric tons of rare-earth oxide equivalent in the 2024 estimate column, after 16,000 metric tons in the 2023 column. U.S. imports of compounds and metals from Estonia, Japan, and Malaysia were derived from mineral concentrates and chemical intermediates produced in Australia, China, and elsewhere. Australia supplied 5 percent of U.S. silicon-metal imports in 2020-23. Those are mine and metal flows, not polyethylene.

  7. Taiwan's chemical export limit is real at Taiwan's border and unpublished as an Australian import. Taiwan's 2025 chemical exports were 18.3 billion dollars, equal to 2.8 percent of all Taiwan exports, with a year-on-year decline of 0.2 percent. AmCham, citing Grand View, says Taiwan accounted for 23.9 percent of the global semiconductor chemicals market in 2024. The expected 2030 lead of 7.69 billion dollars is not 2024 cash and is not an Australian import share.

  8. Partner shares for Australian organic-chemical imports were not returned. The UN Comtrade preview API returned HTTP 403 because call volume quota was exceeded. This note does not invent a China share of Australian polyethylene or urea imports.

  9. Cyber tagging uses the joint advisory. Australian Signals Directorate's Australian Cyber Security Centre is listed with CISA and other national centres. The advisory says Volt Typhoon actors are seeking to pre-position on IT networks for disruptive or destructive cyber activity against U.S. critical infrastructure in a major crisis or conflict.

How hard, how soon

0–3 months

  • On-hand AdBlue equalled close to 5 weeks of business-as-usual demand. More than 15 million litres of AdBlue were on hand. Shipments then afloat were estimated at more than two weeks of additional supply. No one-month chemical price percent was printed on the pages opened for this episode.

    industryqld.com.au

  • Indonesia promised 5,000 tonnes of refined urea. That was described as about a month of AdBlue.

    abc.net.au

1–6 months

  • Incitec Pivot supplied about 10 percent of the Australian AdBlue market. Imported finished and semi-finished goods were 60 percent of plastic products consumed. The plastics share is a 2019-20 study, used here as the structural half-year planning base because a 2024 partner split was not fetched.

Wave 1

Wave 1 is infrastructure and the routes the closed plants now depend on. Closed east-coast petrochemical plants and AdBlue fleets are indirect. Chlor-alkali plants that still run are direct. The advisory names Australian Signals Directorate's Australian Cyber Security Centre as a partner and describes pre-positioning against U.S. critical infrastructure.

Wave 3

Wave 3 is the small chemical and plastics business. The 5,900 businesses are every size. The later direct tag applies to the smaller firms inside that count. No cash-buffer-day series was fetched.

What to do

Day 7

  • Split the book into imports that replaced closed plants, chlor-alkali that still runs, and mineral exports that still have a printed buyer. Do not treat polyethylene as a domestic stream.

    chemistryaustralia.org.auchemistryaustralia.org.au

  • Count AdBlue litres against the five-week analog. On-hand AdBlue equalled close to 5 weeks of business-as-usual demand.

    industryqld.com.au

Day 30

  • Name the urea cargo. Indonesia promised 5,000 tonnes of refined urea, described as about a month of AdBlue. A smaller parcel is inside the planning line.

    abc.net.au

  • Ask resin suppliers for a country split. The plastics page prints a 60 percent import share and does not print the China share.

    chemistryaustralia.org.au

Day 90

  • Keep rare-earth and silicon-metal export contracts on a separate list from resin. Australian rare-earth mine production was 13,000 metric tons. Australia supplied 5 percent of U.S. silicon-metal imports.

What to watch

By role

Chemical importer

  • Book non-China urea and resin against the 5-week and 5,000 tonne lines.

  • Do not fill a blank partner table with a guessed China share.

  • Keep a manual commercial path for the Wave 2 direct tag.

abc.net.aucomtradeapi.un.org

Plastics converter

  • Treat 60 percent import dependence as the starting cover problem.

  • Separate virgin resin from the 40 percent that the study said local manufacturing could meet with virgin or recycled resin.

chemistryaustralia.org.au

Chlor-alkali plant manager

  • Keep caustic customers on the domestic ratio of 1.1 tonnes of caustic per tonne of chlorine.

  • Do not quote an annual tonne the page does not print.

chemistryaustralia.org.au

Fleet operator

  • Hold AdBlue against the five-week print.

  • Treat the fleet impact as Wave 1 indirect, a urea and transport dependency.

industryqld.com.au

Mine exporter and lender

  • Keep rare-earth concentrate contracts distinct from resin collateral.

  • Use 13,000 metric tons as the 2024 production estimate, not as revenue.

  • Use one GDP print, 42 billion dollars from the economic-contribution page, and show the 48 billion dollar conflict rather than averaging it.
