A 2027 U.S.–China conflict with Australia aligned to the U.S. China trade stops immediately, Taiwan exports are slowed/limited, and China launches large-scale cyber disruption in waves. This is a planning scenario, not a forecast. Planning scenario, not a forecast. No end date is set.

What happens

Why Australian care delivery is hit, and what keeps running

  1. Public hospital care is funded by a national efficient price and by state systems, so a China trade stop does not flip the payer. The 2025-26 price is $7,258 per national weighted activity unit. A tonsillectomy at 0.7421 national weighted activity units equates to $5,386. A coronary bypass of minor complexity at 5.8610 equates to $42,539. A hip replacement of minor complexity at 4.0251 equates to $29,214. Those examples are the price book. They are not observed war charges.

  2. The ward consumable with a printed China share is surgical gloves, and on this book China leads. China was 37.7 percent of 2024 import value. Malaysia was 34.0 percent. Thailand was $5,920.35 thousand and Sri Lanka was $5,929.67 thousand, inside a world total of $47,439.42 thousand and 9,150,720 kilograms. A China stop removes the largest row. Malaysia remains the next row.

  3. Activity does not have to stop for the quarter to be the planning unit. Public hospitalisations in the June 2025 quarter were 1,935,918. Private hospitalisations in that quarter were 1,307,053. All hospitals in that quarter were 3,242,971. The axis runs from the September 2015 quarter through the June 2025 quarter. The June 2025 public point is the last public point on that chart.

  4. Annual activity is the backdrop, not the 0-3 month shock. Hospitalisations increased 1.2 percent, from 12.6 million to 12.8 million. Overnight hospitalisations were unchanged at 4.6 million. Same-day hospitalisations increased 1.9 percent, from 8.0 million to 8.2 million. Public acute hospitalisations increased 2.3 percent, from 7.5 million to 7.6 million. Patient days were 34.3 million, of which public hospitals provided 24.0 million and private hospitals 10.4 million.

  5. A cyber wave can hit the prescribing record and the healthcare network without a printed hospital day count. ACSC says disruption of Australian healthcare networks can endanger patients. Ransomware incidents against the healthcare sector doubled in FY2024-25. Success in health care and social assistance incidents that ACSC responded to was 95 percent, against nearly 52 percent across all sectors. The July 2024 e-prescription incident took approximately 6.5TB and approximately 12.9 million customer records covering March 2019 to November 2023.

  6. Aged care keeps its own places. Residential operational places were 224,493 with an occupancy rate of 89.9 percent. Not-for-profit organisations operated 59 percent of residential care services, 64 percent of home care services, and 71 percent of home support outlets. A trade stop hits gloves used in those services. It does not convert aged care into the public hospital price.

How hard, how soon

0–3 months

  • Short-horizon activity analog: public hospitalisations in the June 2025 quarter were 1,935,918. That quarter is the sub-year print. The 1.2 percent annual hospitalisation change is not this band. A counted hospital-outage day total was not published.

1–6 months

  • Half-year activity analog: public hospitalisations were 1,873,258 in the March 2025 quarter and were 1,935,918 in the June 2025 quarter. Calculated from those two chart points, the gap is 62,660 hospitalisations. A shipping-week count for gloves was not printed.

  • Long-tail funding analog: public hospital services recorded a real increase of 5.2 percent, from $94.9 billion to $99.9 billion. The 2025-26 national efficient price is $7,258 per national weighted activity unit. The small-rural fixed cost is $2.637 million. These are annual settings.

Wave 1

Wave 1 is the care episode. Public hospitals, local hospital networks, private hospitals, residential aged care, and small rural public hospitals are direct because they deliver or manage care. Home care and hospital imaging are indirect because they depend on the record and the hospital network. ACSC's 95 percent success figure is the sector evidence. The wave tag is a planning model. A hospital outage in days was not the evidence.

cyber.gov.auaihw.gov.au

Wave 2

Wave 2 is payroll cash and the glove trade. Public hospital payroll is indirect. Surgical-glove supply is indirect because the scenario shock is the China trade stop, at 37.7 percent of import value, not a distributor intrusion.

Wave 3

Wave 3 is the prescribing database that is not the bed. The e-prescription service was directly breached in July 2024, with approximately 12.9 million customers. It is later in the planning model because it is not the public hospital. It remains the named incident.

What to do

Day 7

  • Confirm how public hospital admissions are documented if the clinical network or the e-prescription path fails. ACSC records healthcare-network risk and a July 2024 e-prescription incident. A hospital downtime measured in days was not in that report, so the drill should not invent one.

    cyber.gov.au

  • Count surgical-glove origin against China at 37.7 percent and Malaysia at 34.0 percent of the national import book. A days-of-cover number was not published.

    wits.worldbank.org

Day 30

  • Compare the latest quarter of public hospitalisations with 1,935,918 in the June 2025 quarter and with 1,873,258 in the March 2025 quarter. A break of 62,660 hospitalisations, the calculated gap, is the planning line.

    aihw.gov.au

  • Separate aged-care occupancy from the hospital quarter. The printed residential occupancy rate of 89.9 percent is the baseline. Home support has 3,638 outlets and is not on the hospital bed count.

    gen-agedcaredata.gov.au

Day 90

  • Rebase public hospital services on $99.9 billion and on a real increase of 5.2 percent, and rebase in-scope pricing on $7,258 per national weighted activity unit. Keep the 5.2 percent figure in the annual band.
