A 2027 U.S.–China conflict with Australia aligned to the U.S. China trade stops immediately, Taiwan exports are slowed/limited, and China launches large‑scale cyber disruption in waves. Planning scenario, not a forecast. No end date is set.

Utilities, water and wastewater — United States (Investor-Grade, Downstream Focus)

Read the Australia briefingReport date 2026-11-07

What happens

Why U.S. water and wastewater service is hit, and what keeps running

  1. Chlorine keeps being made in the United States. The CISA seminar states that the U.S. produces 99 percent of the chlorine it consumes, 93 percent of the sodium hypochlorite it consumes, and 74 percent of the sodium chloride it consumes. Canada is the primary importer of chlorine and of sodium hypochlorite. Chile and Canada are the primary importers of sodium chloride. Calcium hypochlorite exports are 16x U.S. imports.

    cisa.gov

  2. Water is a small slice of chlorine demand, which is why a China stop is not a disinfection shutdown and a domestic outage still is. On the same seminar, chlorine demand is 77 percent organic chemicals and water treatment is 5 percent. Sodium hypochlorite demand for cleaning and disinfection, including water treatment, is 59 percent. Calcium hypochlorite demand is 37 percent swimming pools and 25 percent water treatment. EPA's separate print is that only 5-6 percent of chlorine products produced in the U.S. are used for drinking water or wastewater disinfection. Those two water shares are different denominators and are not averaged here.

    cisa.govepa.gov

  3. The domestic chlorine constraint that is already observed is capacity and logistics, not a China import share. EPA says U.S. chlorine production capacity fell by an approximate 10 percent, 1.2 million tons, in 2021 from closures of one OxyChem plant and three Olin plants. Suppliers cut allocation to keep critical customers, primarily water and wastewater systems, operating. Customers without a contract are often the first to lose supply.

    epa.gov

  4. Fluorosilicic acid is the treatment chemical with a named China trade role. EPA's 2022 supply-chain profile says 2019 domestic FSA production from phosphate rock was approximately 29 million kilograms, and estimated consumption was 58 million kilograms, built as production of 29 million kilograms plus imports of 39 million kilograms minus exports of 10 million kilograms. Primary import partner and primary export partner were China. Imports and exports are inorganic acids, not elsewhere specified, HTS 2811.19.60 and 2811.19.61, while production is FSA-specific. A China percent of FSA itself is not printed.

    epa.gov

  5. Domestic FSA manufacture continues at the phosphate plants. The profile locates production in Florida, North Carolina, Louisiana, and Wyoming, names J.R. Simplot, Mosaic, and PCS Phosphate, and counts 5 domestic locations in the 2017 snapshot inside a 2010-2019 range of four to six facilities. That domestic leg does not depend on a China shipment. The import leg of the wider acid basket does.

    epa.gov

  6. Centrifugal pumps nes are the equipment line a China stop cuts. WITS product 841370, described on the page as centrifugal pumps nes, is not a water-utility pump series. The 2024 U.S. import book was $2,024,149.01 thousand and 42,434,900 items. China was $368,911.37 thousand and 10,948,800 items. Calculated from the printed dollar pair, China was 18.2 percent of import value. Calculated from the printed item pair, China was 25.8 percent of the item count. The value share is not the unit share.

    wits.worldbank.org

  7. Mexico, Canada, Sweden, Germany, and Japan remain in the pump book. WITS prints Mexico at $504,457.79 thousand and 11,301,700 items, Canada at $183,398.29 thousand and 92,265 items, Sweden at $173,255.60 thousand, Germany at $99,284.20 thousand, and Japan at $82,224.00 thousand. Calculated Mexico value share is the 24.9 percent figure. Calculated Canada value share is 9.1 percent. Those origins are the substitution bench. They are not a stock of water-utility pumps sitting at a utility warehouse.

    wits.worldbank.org

  8. A week-1 cyber wave can stop treatment even while domestic chlorine is still being made. AA24-038A, from CISA, NSA, and FBI with EPA and the Australian Signals Directorate's ACSC among the releasing partners, assesses that PRC state-sponsored actors seek to pre-position on IT networks for disruptive or destructive attacks on U.S. critical infrastructure in a major crisis or conflict. The U.S. agencies assess with high confidence that the actors pre-position on IT to enable lateral movement to OT. Confirmed compromises include the Water and Wastewater Systems sector.

    cisa.gov

  9. The confirmed water-sector path is specific. In one Water and Wastewater Systems Sector entity, after initial access the actors connected by VPN with administrator credentials they obtained and opened an RDP session with the same credentials. Industry reporting cited in the advisory says PuTTY profiles included water treatment plants, water wells, an electrical substation, OT systems, and network security devices. Some victims are smaller organizations with limited cybersecurity capabilities.

How hard, how soon

0–3 months

  • Short-horizon physical analog: supplier lead times lengthened by as much as 50 percent. The worked example moved from a base of 14 days and reached 21 days. Orders were sometimes only partly filled. This band is days, not the year-over-year index peak.

    epa.gov

  • Short-horizon price analog: from the December 2021 index of 376.785 to the January 2022 index of 424.856, WPU061303 rose 12.8 percent. The series includes natural sodium carbonate and sulfate. A pure chlorine one-month index was not on the fetched page.

    data.bls.gov

1–6 months

  • Accumulated analog, not a 90-day print: from 376.785 in December 2021 to 500.398 in June 2022, the same basket rose 32.8 percent. Allocation to keep water and wastewater customers operating was already the 2021-2022 supplier response, on top of a 1.2 million ton capacity decline.

    data.bls.govepa.gov

12+ months

  • Long-tail price analog: January 2023 printed 603.588, and the index rose 60.2 percent from 376.785. On the downloaded table that month is higher than every later month shown through the preliminary 2026 readings. It is not the 0-3 month band.

    data.bls.gov

  • Long-tail enterprise bill: chemicals were $78 million in 2022 and $107 million in 2024, so the bill rose 37.2 percent. The 2023 print was $105 million. Production costs were $458 million in 2024, up $20 million from 2023 primarily on purchased water, not on chemicals.

Wave 1

Wave 1 is the water critical function itself. Treatment plants, wastewater plants, distribution valves and pumps, and small systems that operate treatment are direct. Haulers are indirect because they depend on rail, trucking, and fuel. Hospitals, firefighting, and food plants are indirect cascading users. CISA names supply water and manage wastewater as National Critical Functions and says OT controls valves and pumps.

cisa.govcisa.gov

Wave 2

Wave 2 is enterprise supply and corporate systems. Chlor-alkali producers, pump importers, SCADA integrators, and utility billing are direct. Fluorosilicic-acid suppliers and industrial and commercial customers are indirect. American Water's October 3, 2024 event is the observed IT case, with no material financial effect reported.

cisa.govsec.gov

Wave 3

Wave 3 is the later, smaller-firm layer. Testing laboratories and plumbing and service contractors are direct. They are not tagged Wave 3 because a water system is small. Small public water systems stay in Wave 1. A laboratory or contractor census was not on the fetched pages.

What to do

Day 7

  • Count days of chlorine and hypochlorite on hand against the EPA example that reached 21 days, and confirm a primary contract plus an alternate. EPA says uncontracted buyers are often cut first.

    epa.gov

  • Confirm operators can run the plant manually and list the OT paths that reach valves, pumps, treatment plants, and wells. The manual duty is the BLS baseline. The OT path is the CISA and AA24-038A baseline.

    bls.govcisa.govcisa.gov

Day 30

  • Measure the China share of open centrifugal-pump purchases against the national 18.2 percent value share, and place backup orders with Mexico, Canada, or the other printed non-China origins. State in the worksheet that HS 841370 is wider than water-utility pumps.

    wits.worldbank.org

  • Separate fluorosilicic-acid deliveries from chlorine deliveries. Domestic FSA production was about 29 million kilograms. The import basket's primary partner is China, and the basket is not FSA-only.

    epa.gov

Day 90

  • Reset the chemical budget against the printed American Water baseline of $107 million and against a monthly WPU061303 move above the calculated 12.8 percent. The index includes soda ash and sodium sulfate. A pure chlorine index was not used because this series is the one fetched.

What to watch

By role

Water and wastewater utility operators

  • Lock a primary and an alternate chemical contract before cover falls under 21 days.

  • Drill manual operation of pumps and feed equipment on the BLS duty.

  • Segment IT from OT that controls valves and pumps.

epa.govbls.govcisa.gov

Chlor-alkali and hypochlorite suppliers

  • Keep water and wastewater accounts in the allocation tier the 2021 squeeze already used.

  • Quote lead time against the 14-day to 21-day example and flag partial fills.

epa.govcisa.gov

Pump importers

  • Pre-clear Mexico, Canada, Sweden, Germany, and Japan capacity against a loss of the China 18.2 percent value share.

  • Label quotes as HS 841370, not as a water-utility content share.

wits.worldbank.org

Fluorosilicic-acid buyers

  • Hold the domestic phosphate-plant leg, about 29 million kilograms of 2019 production, apart from the import basket whose primary partner is China.

epa.gov

Lenders and utility equity holders

  • Stress the $107 million chemical line and the $523 million interest line separately from the October 3 IT incident, which had no material financial effect in the filing.

  • Do not treat a billing outage as a loss of the 39 billion gallon public-supply baseline.
