A 2027 U.S.–China conflict with Australia aligned to the U.S. China trade stops immediately, Taiwan exports are slowed/limited, and China launches large-scale cyber disruption in waves. This is a planning scenario, not a forecast. Planning scenario, not a forecast. No end date is set.

What happens

What stops, what still pays, and what can halt a payday

  1. China trade stopping removes the countries ADP names for wage and tax collection or remittance: China, and also Hong Kong, Macau, and Taiwan on the same sentence, plus India and Malaysia. The U.S. PEO is only for employees located in the United States. Domestic pays of approximately 26 million U.S. workers are not a China export.

    sec.gov

  2. China-client audit stops where the lead firm is in China. The jurisdiction table lists 42 firms in China. Hong Kong is a separate row of 30 firms and is not relabeled as mainland China here. A U.S. firm that only refers work to a China member firm loses that referral. The 10-K does not print referral fees.

    pcaobus.orgsec.gov

  3. Taiwan exports slowing hits two counted items and not a foundry share. The jurisdiction table lists 13 firms in Taiwan. ADP names Taiwan as a wage-and-tax remittance country. Neither page prints a Taiwan worker count, a Taiwan dollar total, or a chip bill of materials for a payroll server.

    pcaobus.orgsec.gov

  4. The domestic break inside one pay cycle is a file that does not fund. Biweekly covered 43.0 percent of private establishments, and those employers are paying their employees every 2 weeks. Weekly was 27.0 percent, semimonthly 19.8 percent, and monthly 10.3 percent, all for February 2023. A missed file is late inside that cycle.

    bls.gov

  5. Client money is the settlement exposure. Total funds held for clients were 43957.8 million dollars at 30 June 2026 against 30985.7 million dollars a year earlier. The annual U.S. flow was more than 3.5 trillion dollars to employees, tax authorities, and other payees. A cyber stop of that movement is the week-1 cash event. The financial-services page is the critical-infrastructure frame, and it does not name the processor.

    sec.govcisa.gov

  6. CPA distribution is how the smaller payroll book is sold. More than 50 percent of Paychex payroll clients come from referral sources that include CPAs, banks, and brokers. ADP also markets through certified public accountants. A firm outage and a processor outage are different nodes. Both can stop a client's books in the same week.

How hard, how soon

0–3 months

  • Short-horizon filing-season analog, labeled as one month inside the quarter. Unadjusted employment was 1187.2 thousand in April 2026 and 1097.3 thousand in May 2026. The calculated filing-season step-down is 7.6 percent. It is not a year-over-year peak.

    data.bls.gov

  • Short-horizon pay-cycle analog. In February 2023, 43.0 percent of U.S. private establishments were paying their employees every 2 weeks. A missed file is late inside that cycle.

    bls.gov

  • Short-horizon shock analog, three months. Seasonally adjusted employment was 1028.0 thousand in January 2020 and 968.1 thousand in April 2020. The calculated three-month decline is 5.8 percent.

    data.bls.gov

1–6 months

  • Six-month employment analog. Seasonally adjusted employment was 1028.0 thousand in January 2020 and 978.0 thousand in July 2020. The calculated six-month decline is 4.9 percent.

    data.bls.gov

12+ months

  • Twelve-month float analog, not a payday percent. Interest on funds held for clients increased 30 percent. The long profit split is domestic. The calculated United States share of earnings before income taxes is 90.7 percent.

Wave 1

Wave 1 is the client-fund rail. The financial-services sector includes critical financial utilities that support payments. U.S. pay runs are Wave 1 indirect because they stop when that rail stops. ADP's 3.5 trillion dollar U.S. flow is the scale. The sector page does not name payroll. This assignment is a planning model on top of the 7 February 2024 advisory.

cisa.govcisa.govsec.gov

Wave 2

Wave 2 is the enterprise platform: the payroll application, the client ledger, year-end statements as an indirect output, and China or Taiwan audit files as an indirect loss. ADP names the China and Taiwan remittance lines. The PCAOB table counts 42 and 13 firms. Ordering the platform after the payment rail is an inference.

sec.govpcaobus.orgcisa.gov

Wave 3

Wave 3 is the distributed edge: CPA firms, employer payroll clerks, and the Paychex client book of about 800,000 payroll clients. A direct hit on a small firm is later than a settlement-rail outage. The 21 percent industry share shows how wide that edge is. This ordering is a planning inference.

What to do

Day 7

  • Separate China, Hong Kong, Macau, and Taiwan remittance instructions from the U.S. pay file. The U.S. file is the 26 million worker book. The China line has no printed headcount.

    sec.gov

  • Confirm the next pay date against a two-week cycle. Biweekly was 43.0 percent of private establishments. Put the bank file and the ledger login on the week-1 watch.

    bls.govcisa.gov

Day 30

  • Test a parallel pay file before a 30-day termination notice would run out. That 30-day term is the Paychex contract fact. It is not a lender covenant.

    sec.gov

  • List issuer clients whose lead auditor is one of the 42 China firms or 13 Taiwan firms. Keep U.S. lead auditors on the continuing book of 646 U.S. firms.

    pcaobus.org

Day 90

  • Staff the quarter the way filing season already moves headcount. The calculated filing-season step-down is 7.6 percent from April 2026 to May 2026 on the unadjusted series. Do not treat that seasonal step-down as the war loss.

    data.bls.gov

  • Reconcile client-fund reporting to the scale of the float. The ADP balance was 43957.8 million dollars. A firm that does not hold client funds should still know which processor does.

    sec.gov

What to watch

By role

Payroll processors

  • Split remittance instructions into China, Hong Kong, Macau, Taiwan, and the U.S. file before week 1.

  • Keep the U.S. client-fund movement staffed against the 43957.8 million dollar float scale.

  • Do not quote a China revenue loss until a country amount is published.

sec.gov

Accounting firms

  • List engagements whose lead firm is among the 42 China firms or the 13 Taiwan firms.

  • Keep domestic compilations and payroll referrals moving. More than 50 percent of one processor's payroll clients arrive through that channel.

  • Put QC 1000 readiness on the same calendar as 15 December 2026.

pcaobus.orgsec.gov

Finance teams that outsource payroll

  • Hold a manual calculation for one two-week cycle.

  • Name the backup processor before day 30 of any termination notice.

  • Confirm the outsourced file does not route net pay through a China remittance instruction.
