A 2027 U.S.–China conflict with Australia aligned to the U.S. China trade stops immediately, Taiwan exports are slowed/limited, and China launches large‑scale cyber disruption in waves. Planning scenario, not a forecast. No end date is set.

What happens

Why U.S. semiconductor and electronics supply is hit

  1. China trade stops on two different bills. Electrical machinery from China is 124,223,877.90 thousand dollars. Integrated circuits from China are 1,589,537.57 thousand dollars. The finished-goods stop is the larger cash hole. The bare-die stop is small next to Malaysia at 9,678,201.89 and Israel at 4,200,947.29 thousand dollars.

    wits.worldbank.orgwits.worldbank.org

  2. Taiwan exports slow on the largest bare-chip partner in this series. Other Asia, nes is 11,409,419.04 thousand dollars of U.S. integrated-circuit imports. UN Comtrade classifies Taiwan, Province of China as Other Asia, not elsewhere specified, code 490, and says other unspecified Asian territories can also land in that code. This report does not treat the residual as a pure Taiwan origin.

    wits.worldbank.orguncomtrade.org

  3. What keeps shipping on bare chips, if the Taiwan lane is the one that slows, is Malaysia, Israel, Korea at 2,455,700.09, Ireland at 1,918,690.04, and Mexico at 1,755,613.04 thousand dollars. Those partners are not a substitute for leading-edge capacity. Taiwan is forecast at 5.8 million wafers per month and the Americas at 3.2 million.

  4. Finished electrical goods that keep shipping are Mexico at 88,361,378.76, Vietnam at 43,455,519.30, Malaysia at 28,679,092.03, Thailand at 23,008,062.95, Korea at 20,470,085.61, and Japan at 19,083,218.94 thousand dollars. Other Asia, nes on this chapter is 32,154,596.23 thousand dollars and carries the same code-490 caveat.

  5. The wafer that still has to be made in Taiwan is not the same fact as customer headquarters. Advanced technologies were 69 percent of wafer revenue. Platform mix was 51 percent HPC, 35 percent smartphones, 6 percent IoT, 5 percent automotive, 1 percent DCE, and 2 percent other. Automotive at 5 percent is an end-market label, not the electronics-industry content share.

  6. Gallium is the materials choke already in force. China's primary low-purity gallium price rose 17 percent. The June average was 380 dollars per kilogram. The December 2024 ban stops Chinese primary metal to the United States even when Malaysia still ships packaged chips.

    pubs.usgs.gov

  7. Cyber disruption is the third hit. CISA, NSA, and FBI, with ACSC among the co-authors, say Volt Typhoon actors are seeking to pre-position on IT networks for disruptive or destructive activity against U.S. critical infrastructure in a major crisis or conflict.

How hard, how soon

0–3 months

  • Short-horizon price analog: DDR4 contract prices rose over 20 percent in a month. That monthly floor is the 0–3 month price band. Memory product sales rose 79.3 percent across a year, and that peak is not this band.

    trendforce.comsemiconductors.org

  • Short-horizon time analog: chip lead times increased by seven days to 18 weeks in May. The May print was 18 weeks. Power-management lead times hit 25.6 weeks. These are delivery times. They are not the year-over-year sales peak.

    bloomberg.com

1–6 months

  • Half-year materials analog: China's primary low-purity gallium price rose 17 percent between January and June, from 325 to 380 dollars per kilogram. By October the price was 420 dollars per kilogram, an 11 percent increase from June that the page places after the first-half move.

  • Full-year product analog: Memory product sales rose 79.3 percent, to 165.5 billion dollars. Logic sales were 215.8 billion dollars, up 20.8 percent. The June gallium price was 58 percent above 240 dollars per kilogram a year earlier. Global sales later printed at 791.7 billion dollars, up 25.6 percent.

Wave 1

Wave 1 is critical infrastructure and chokepoints: fabs, ports, air gateways, and the systems inland freight and customs depend on. CISA says actors are pre-positioning for disruptive or destructive activity against U.S. critical infrastructure in a crisis or conflict.

cisa.gov

Wave 2

Wave 2 is enterprise supply chain: design firms, equipment and materials indirectly, distributors, EMS, advanced packaging, cloud buyers, EDA indirectly, and trade credit indirectly.

cisa.gov

Wave 3

Wave 3 is smaller firms: printed-circuit and module assemblers, and electronics retailers and repair.

What to do

Day 7

  • Split every open order into China electrical machinery, Other Asia nes integrated circuits, and the continuing partners Malaysia, Israel, Korea, Ireland, and Mexico. The China electrical line to watch is 124,223,877.90 thousand dollars for the year. The nes integrated-circuit line is 11,409,419.04 thousand dollars.

    wits.worldbank.orgwits.worldbank.org

  • Flag any quoted lead time already above the May print. The May print was 18 weeks.

    bloomberg.com

Day 30

  • Re-price distributor quotes if the monthly contract move exceeds the DDR4 floor. DDR4 contract prices rose over 20 percent in a month.

    trendforce.com

  • Confirm gallium and epiwafer coverage against the December 2024 ban. U.S. net import reliance was 100 percent of reported consumption, and metal import sources that are not China were led by Japan at 24 percent.

    pubs.usgs.gov

Day 90

  • Qualify a second wafer path for any design that is only on a Taiwan 3-nanometer, 2-nanometer, or CoWoS flow. Arizona high-volume production on the fetched page is N4. Do not treat N4 as a 2-nanometer substitute.

    investor.tsmc.com

What to watch

By role

Fab and IDM

  • Protect N4 output that is already in high volume and do not promise 2-nanometer from a site the report does not show.

  • Dual-source any flow that sits only on Taiwan CoWoS or 3-nanometer capacity.

investor.tsmc.com

Fabless design

  • Rank tape-outs by the 51 percent HPC platform and the 35 percent smartphone platform before the 5 percent automotive platform.

  • Hold a foundry alternate whose quarterly revenue is printed outside China, such as Samsung or GlobalFoundries, without treating their shares as Taiwan content.

investor.tsmc.comtrendforce.com

Distributor

  • Raise safety stock on parts whose quoted time exceeds 18 weeks.

  • Requote any memory book that moves more than 20 percent in a month.

bloomberg.comtrendforce.com

EMS and board assembly

  • Split the bill of materials into China electrical content and continuing origins led by Mexico and Vietnam.

  • Escalate power-management parts first. Their analog lead time was 25.6 weeks.

wits.worldbank.orgbloomberg.com

Materials buyer

  • Cover gallium metal from Japan, Germany, and Canada shares only with eyes open. Germany is an import source, not a current primary producer.

  • Track the price against 380 dollars per kilogram.

pubs.usgs.gov

Finance

  • Stress receivables on the China electrical line of 124,223,877.90 thousand dollars.

  • Do not book a distributor days-of-inventory covenant until a filing prints one.
