A 2027 U.S.–China conflict with Australia aligned to the U.S. China trade stops immediately, Taiwan exports are slowed/limited, and China launches large-scale cyber disruption in waves. This is a planning scenario, not a forecast. Planning scenario, not a forecast. No end date is set.

What happens

What stops the hall, the interconnection, and the server

  1. China trade stopping removes the assembly geography NVIDIA names alongside Taiwan. The 10-K does not print a China share of final assembly. Customer-headquarters revenue from China including Hong Kong was 19,677 million dollars. The calculated share of total revenue of 215,938 million dollars is 9.1 percent. That figure is sales to China-headquartered customers. It is not the customs value of a finished server.

    sec.gov

  2. A Taiwan export slowdown hits wafers and assembly. NVIDIA uses foundries such as TSMC and Samsung. It says the business depends on supply from Taiwan and South Korea. Customers headquartered in Taiwan accounted for 42,345 million dollars of total revenue. The footnote estimates that 76 percent of Data Center revenue from Taiwan-headquartered customers was attributed to end customers in the United States and Europe.

    sec.gov

  3. The domestic break in week 1 is power and the building systems, not a lost Chinese buyer of compute. Dominion's latest load-serving-entity peak on the deck is 19,775 MW on 30 June 2026. Data center billing peak load is 4.8 GW against approximately 54 GW under contract.

    pjm.com

  4. New halls do not jump the queue. The May report says dates are assigned generally first-in, first-out as transmission projects are approved, and the company does not build all long-term infrastructure at once. The GS-5 tariff, effective 1 January 2027, sets a 14-year contract inclusive of a four-year ramp.

    sustainability.dominionenergy.com

  5. A cyber wave against the hall does not need to steal tenant data to stop the floor. Successful exploitation of EcoStruxure IT Data Center Expert could disrupt operations and access system data. Liebert RDU101 and IS-UNITY flaws could cause a denial of service or remote code execution. CISA says UPS management interfaces have been reached through unchanged default credentials, and a UPS load can be a data center.

  6. The Information Technology Sector mission is to identify and protect against cyber threats and vulnerabilities. That sector page does not print a data-center megawatt total or a wave calendar.

How hard, how soon

0–3 months

  • Short-horizon price analog: commercial retail electricity moved from 13.62 cents per kilowatthour in January 2026 to 14.37 cents in February 2026. The calculated one-month rise is 5.5 percent. The figure is rounded to one decimal from those two preliminary prints. It is not a year-over-year peak and it is not a data-center contract rate.

    eia.gov

  • No fetched page prints days of a data-center outage or weeks of a server lead time. The operating clock that is printed for new load is a 5-year ramp, which is not the 0-3 month band.

    pjm.com

1–6 months

  • Five-month price analog: 13.62 cents in January 2026 to 14.18 cents in June 2026. The calculated five-month rise is 4.1 percent, rounded to one decimal. June is below the February print of 14.37 cents, so the accumulated path is not a straight climb.

    eia.gov

12+ months

  • Long-horizon price analog: the commercial average was up 4.3 percent from a year earlier. August 2026 commercial price was 14.47 cents per kilowatthour. The interconnection stock that does not clear inside a year is the additional 45 gigawatts without dates, and the contract that binds a customer who does connect is 14 years.

Wave 1

Wave 1 is the hall itself: DCIM, the cooling and power monitors, the UPS controller, and the network inside the hall. Campus power interconnection is wave 1 indirect because the hall stops when the feed stops. Cable landings are wave 1 indirect for cross-border workloads and are not the Virginia queue. This ordering is a planning model.

cisa.govcisa.govcisa.govcisa.gov

Wave 2

Wave 2 is the server fleet as a direct target once the hall network is the path, and colocation tenants as an indirect outage when cooling, UPS, or that network fails. Tenant demand in the Dominion note is cloud and AI inference load. It is not a cloud-revenue figure. This ordering is a planning model.

pjm.comsec.gov

Wave 3

Wave 3 is the distributed set: 10,294 hosting establishments with fewer than 5 employees, as a direct controller risk, and fit-out counterparties as an indirect stop when dates or servers slip. The establishment count is the scale. No average cybercrime dollar is used. This ordering is a planning model.

What to do

Day 7

  • Take UPS management interfaces off the internet and confirm they are not on factory default credentials. Enumerate EcoStruxure IT Data Center Expert versions at or before 8.3 and Liebert RDU101 and IS-UNITY versions at or before the advisory cutoffs.

    cisa.govcisa.govcisa.gov

Day 30

  • Split the power book into metered load, electric service agreements, construction letters, and engineering letters. Metered billing peak is 4.8 GW. Engineering letters outside the forecast are the 59 percent.

    pjm.com

Day 90

  • Mark every new hall to a connection date or to the undated 45 gigawatt bucket. Confirm GS-5 collateral will be posted before the meter is set, and whether a 20 percent release with 36 months' notice is available.

    sustainability.dominionenergy.com

What to watch

By role

Campus operators and colocation landlords

  • Separate 4.8 GW of billing peak from the 54 GW contract headline and from the 59 percent of engineering letters outside the forecast.

  • Remove UPS and DCIM management interfaces from the internet and patch EcoStruxure through version 8.3 and the listed Liebert versions.

  • Do not treat the 5.5 percent commercial move as the invoice. The invoice path for a new high-load customer is the GS-5 floor.

pjm.comcisa.govsustainability.dominionenergy.com

Server buyers

  • Ask which wafers are TSMC and which are Samsung. The 10-K names both and prints no split.

  • Do not book the 76 percent footnote as the Taiwan content of a server. It is an end-customer attribution.

  • Treat China as a named assembly geography without a customs share until a Census line is opened.

sec.gov

Utility and fit-out counterparties

  • Date only the 25 gigawatts the May report says already have dates through 2031. Hold the additional 45 gigawatts as undated.

  • Collect collateral before the meter is set. Use the 20 percent release with 36 months' notice if a customer cannot take the load.

sustainability.dominionenergy.com

Uptime and property insurers

  • Schedule the enterprise book as 118 U.S. data centers and 769 megawatts underway, 64 percent pre-leased.

  • Do not price a national outage day count. None was published on the CISA pages opened.
